Spilman Avenue Improvements

Elementary students in south Carnation faced a challenge in finding a safe route to travel between home and school. The most direct route did not offer any sidewalks or safe crossing at intersections. After designing this Community Development Block Grant (CDBG) and Safe Routes to Schools (SRTS) funded project, Blueline also provided bidding support and construction support services. Improvements included roadway reconstruction, a separated grade pedestrian pathway, pedestrian safety signage and lighting and water main replacement leading to the elementary school in Carnation. Key elements of the project included full-time inspection services throughout construction, overseeing traffic control efforts for vehicles and pedestrians along school bus routes, and administration of grant funding. This project was designed and built utilizing Low Impact Development (LID) techniques to create a Green Street approach to infrastructure.
