High Avenue & 4th Street Improvements

Blueline prepared PS&E and subsequently provided construction administration and inspection services for these 2 Transportation Improvement Board (TIB) and Snohomish County Community Development Block Grant (CDBG) funded projects that included roadway, sanitary sewer, water, and storm drainage improvements along 3 blocks of High Avenue and 5 blocks of 4th Street in downtown Sultan.

The project involved temporary traffic control in a busy area (due to two adjacent schools, a bus route, and apartments), installation of two Rectangular Rapid Flash Beacons (RRFBs), multiple crosswalks, sewer CIPP lining, water main replacement, storm drainage collection, conveyance improvements, and dozens of ADA ramp replacements.

“The City has selected Blueline as the most qualified consultant on four municipal street improvement and utility projects in the last four years. Blueline consistently does quality work at a private sector pace. I have been impressed with their professionalism and attention to detail. Working with Blueline is a positive experience, and I highly recommend Blueline for future design and construction management projects.”
