Harbour Reach Drive Improvements

Blueline provided design and construction management services for the federally funded Harbour Reach Drive Improvements Project for the City of Mukilteo. Design included 16 new ADA curb ramps, new sidewalk, grind, overlay, and associated striping. Due to an accelerated timeline, the project required a no ROW verification in order to be obligated within months of the design being awarded. The project had a strict 2-foot buffer zone from the ROW that constrained the ramps’ extents and construction activities. Additionally, the recent concrete strike created concrete procurement difficulties during construction, and Blueline worked with the contractor, City, and WSDOT to come to a fair solution for all parties regarding delayed materials. The scope of work for the construction portion of the project includes daily IDRs, Field Note Records, Force Account, and other federal documentation. It also includes preparing and coordinating progress payments, direct coordination and point of contact with Contractor to identify/solve problems and inform City PM/CM team, utility coordination, and preparing and approving RFIs, submittals, and record drawings as necessary.
